This is due to FCC regulations.  Regarding your issue with the moving map. The iPad does not require cellular data to provide GPS tracking. If cellular data is available it will use this data to lock on to a location faster (assisted GPS).  If your map locked up, it may have been due to the mode you were in i.e. looking at weather etc that requires cellular data.
